This general, McDowell McCook, happened for being in the city when the

a position, and so nearby the War Department. The poor men knew
nothing of the defenses, very less than the roads. And to do the
he cares worse him it didn't have any troops to command. What was a general to do
under such circumstances? Even if this distinguished general it had
seen of the service, and it served well his/her country in the west, he was
in any way of now to fill the position assigned him qualified. And I am
it tilted to accept this as a reason because the government selected him/it.
