President Wilson was at the end of his/her patience.  He probably started
doubt if he could count on the relationships of Ambassador Gerard that
there was an opportunity of the democratic strengths in Germany that goes out before

possible for the Imperial Government so to order and to check the actions
of his/her naval commanders as to square his/her policy with the they recognized
principles of humanity as embodied in the law of nations.  You/he/she has done
every check for the conditions unprecedented and you/he/she has been prepared to
aspects until the facts became clear and they were only susceptible of
an interpretation.  It now owes him/it to a correct respect, for his really
rights to tell the Imperial Government to which that duration has come.  It
you/he/she is painfully become evident to him that the position to which taken
the a lot of beginning is inevitable, or rather that the use of submarines for
the destruction of commerce of enemy is of the necessity, because of the very
character of the vases assumed and the many methods, of attack that
their job clearly involves, suddenly incompatible with the
principles of humanity, the along established and incontrovertible
rights of neutrals and the sacred immunities of not-fighting.
