that followed under command of General Merritt, Admiral Dewey sent
his/her Secretary to my Government to ask to me to grant permission for
the to put of American troops in Tambo and Maytubig, Paranaque
and Pasay. In perspective of the important promises of Admiral Dewey, above

troops as proposed.
During that month (July) Admiral Dewey accompanied from General
Anderson visited Cavite, and after the usual change of courtesies

I responded that I was fully satisfied with his/her word of honour and of
the superfluity to have our accord in documentary form. As to
the flag that he has wanted, he could have whenever every one whom he has desired.
The admiral continued: _Documents is useless when there is no sense
of honour on a side, as it was the case in respect of the pact
with the Spaniards that didn't succeed in acting to the height of that that you/he/she had been written and
