The policy of Sturgis with reference to the Indian Consignment was initiated
from an order[244], of April 25 that it earned the circulation as meaning
being in instructions conformity from the head office of the
Department of the Mississippi, even if emanating in himself from those
of the District of Kansas. It put a stop riassuntiva to the enlistment
of Indians and it threatened with arrest whoever who should disobey his
order. Manager Coffin, in his/her inimitable illiteracy, immediately
entered protest[245] against him and freshly informed Sturgis that, in
Indian that enroll for service, he was acting the authority, not under
of the War, but of the Inside Department. To the same session, him
applied to Commissioner Dole for new instructions[246].
